"As the song says, 'All our bags are packed and we're ready to go' -- well, almost," said ARRL Hamvention Coordinator Katie Breen, W1KRB. "The ARRL EXPO area is packed up into seven shipping skids and they are in a truck on their way to Dayton. We here at headquarters are not only breathing a huge sigh of relief, but many of us are still wrapping up our individual final details." The Dayton Hamvention® will run from May 16-18 at Hara Arena, just outside Dayton, Ohio.

FCC Looks to Raise Vanity Call Sign Fees

The FCC released a Notice of Proposed Rulemaking and Order (NPRM) on May 8 seeking to raise fees for Amateur Radio vanity call signs. Currently, a vanity call sign costs $11.70 and is good for 10 years; the new fee, if the FCC plan goes through, will go up to $12.30 for 10 years, an increase of $.60. The FCC is authorized by the Communications Act of 1934 (as amended) to collect vanity call sign fees to recover the costs associated with that program. The vanity call sign regulatory fee is payable not only when applying for a new vanity call sign, but also upon renewing a vanity call sign for a new term. Instructions on how to comment on this NPRM are available on the FCC Web site.

Colorado Group Receives D-STAR Equipment

The Colorado Council of Amateur Radio Clubs (CCARC) recently teamed up with Ham Radio Outlet (HRO) in Denver to donate a 2 meter, 70 cm and 23 cm D-STAR system stack. According to ARRL Colorado Section Manager and CCARC Board Member Jeff Ryan, K0RM, the two groups hit upon the idea of issuing a Request for Proposal (RFP) to Colorado radio amateurs. "The RFP required the D-STAR systems to be installed and maintained on-the-air for five years, after which the winning group would retain ownership of the equipment," Ryan said. "We received three excellent proposals, and on March 21, CCARC and HRO awarded the D-STAR system to the Colorado D-STAR Association, a consortium of Denver area individuals, clubs and ARES groups."

FCC Denies Two Amateur Radio Petitions for Rulemaking

In two separate decisions released today, the Federal Communications Commission denied two Petitions for Rulemaking (PRM) having to do with Amateur Radio. These two PRMs, one filed by Mark Miller, N5RFX, of Arlington, Texas, concerning digital spectrum issues, and the other filed jointly by Ken Chafin, W6CPA, of La Crescenta, California, and Leon Brown, KC6JAR, of Los Angeles, California, concerning additional spectrum for more repeaters, including digital systems. Miller's PRM was assigned RM-11392, while the Chafin and Brown petition was not afforded an RM number by the FCC. According to ARRL General Counsel Chris Imlay, W3KD, the ARRL filed no comments on either petition in accordance with the League's standard policy on bare petitions for rule making that do not deal with spectrum allocations.

Annual Armed Forces Day Crossband Test to Be Conducted May 10

The Army, Air Force, Navy, Marine Corps and Coast Guard are co-sponsoring the annual Military/Amateur Radio Crossband Communications Test in celebration of the 58th anniversary of Armed Forces Day (AFD). Although the actual Armed Forces Day is celebrated on the third Saturday in May -- May 17 in 2008 -- the AFD Military/Amateur Crossband Communications Test will be conducted on May 10 to prevent conflict with the Dayton Hamvention®, scheduled for May 16-18.

History Channel Show to Feature Nikola Tesla

Modern Marvels, a series on The History Channel, will feature electricity pioneer Nikola Tesla in an episode scheduled to air May 14. Helping out with the program was Bob "Loby" Lobenstein, WA2AXZ; Lobenstein is General Superintendent, Power Operations for New York City's subway system. "We did 8 hours of taping interviews at my 1904 power substation," Lobenstein said. "In addition to the action scenes of me throwing the 100 year old switches and demonstrating the use of power, I did a 'Mr Wizard' talk, showing the various things that 'Mr T' envisioned and invented. Of course, radio had a part and I just had to put the D-104 mic with our club's K2IRT shield into view!" According to The History Channel, Tesla's "...bizarre vision of the future brought him failure, but his genius electrified the world. Travel to Niagara Falls, where in 1893, Tesla installed his new system of Alternating Electrical Current known as AC -- the same power we use today. Uncover the forgotten ruins of Tesla's dream experiment -- a huge tower on Long Island Sound he hoped would wirelessly power the world. Radar, death rays, invisibility devices and earthquake machines: Tesla claimed to have created them all. New NASA Tool Allows Amateurs to Explore the Ionosphere from the Inside

Last week at the Space Weather Workshop in Boulder, Colorado, NASA released a 4D live model of the Earth's ionosphere. Without leaving home, anyone can fly through the layer of ionized gas that encircles Earth at the edge of space itself. All that is required is an Internet connection and a free copy of Google Earth. NASA calls the ionosphere the "last wisp of Earth's atmosphere that astronauts leave behind when they enter space. The realm of the ionosphere stretches from 50 to 500 miles above Earth's surface where the atmosphere thins to near-vacuum and exposes itself to the fury of the sun. Solar ultraviolet radiation breaks apart molecules and atoms creating a globe-straddling haze of electrons and ions."

Shelby Hamfest may return to Cleveland County -- in 2009

As 77-year-old Anadi Ganguly lies in his dimly lit Shyambazar room, an odd bedfellow keeps him company - a transceiver, or in radio parlance, a unit which contains both a receiver and a transmitter. But the ether waves have been part of his life for 50 years now. Ganguly is the owner of the oldest amateur radio licence in Calcutta. And the set seated next to him is a gift from the National Institute of Amateur Radio, Hyderabad, as a mark of respect to one of the oldest ham radio operators in India.

Despite its glacially slow advance into the US broadband market, the Federal Communications Commission has championed broadband over powerline (BPL) as a "third-pipe" alternative to the DSL/cable duopoly in the US. An appeals court dealt the Commission and BPL backers a blow late last week, siding with ham radio operators by ruling that the FCC erred in its rule-making for the technology.

Veteran Wireless Operators Association Honors Two Hams

At their annual awards banquet on April 26 in New York City, the Veteran Wireless Operators Association (VWOA) honored two Amateur Radio operators with two of the association's top awards: Fritz Raab, W1FR, and John Curtis, K6KU. Raab gave the keynote address at the banquet. "The dinner speech was a wonderful presentation of the Amateur Radio Experiment domestically and that which is happening internationally. He explored what may happen, if things go well for the museum stations on 500 kHz and for radio amateurs," said VWOA Chairman Francis Cassidy. "Ever since the emergence of the Global Marine Distress and Safety System, professional radio officers have discussed the prior use of 500 kHz. They know the attributes in the oceans of the world where ground wave transmissions on the oceans provided their primary informational experience of these transmissions."

Newspaper Reports "BPL plan is dead in Dallas"

The Dallas Morning News has reported that "an ambitious plan for using power lines to deliver fast Internet service to 2 million Dallas-area homes collapsed Thursday." Current Group, LLC has announced plans to sell its Dallas BPL network to Oncor, a regulated electric distribution and transmission business, for $90 million. Oncor reportedly has no plans to offer Internet service but will use the network to detect distribution network issues. While Current originally touted the network as a way to offer Internet service to consumers and had entered into a marketing arrangement with DirecTV, the Houston Chronicle quotes Oncor spokesman Chris Schein as confirming that Oncor will use the network only for monitoring the power grid: "Our business is delivering electricity, not being an Internet provider or a television provider."

L. B. Cebik, W4RNL, ARRL Technical Adviser and antenna authority, passed away last week of natural causes. He was 68. An ARRL Life Member, Cebik was known to many hams for the numerous articles he wrote on antennas and antenna modeling. He had articles published in most of the US ham journals, including QST, QEX, NCJ, CQ, Communications Quarterly, Ham Radio, 73, QRP Quarterly, Radio-Electronics and QRPp. Larry Wolfgang, WR1B, QEX Editor, called Cebik "probably the most widely published and often read author of Amateur Radio antenna articles ever to write on the subject."

New Amateur Satellite to launch end of April

A new Amateur Radio satellite, Delfi-C3, is due to be launched at the end of April. It will go into a 630 km 90 degree sun-synchronous orbit from the Indian launch site at Sriharikota and will carry a 70 cm to 2 metre linear transponder for SSB and CW working.

FCC Slams Pennsylvania Ham with Forfeiture Order

On March 6, the FCC announced that it has issued a Forfeiture Order in the amount of $4300 to Ronald Mondgock, KA3OMZ, of Honeybrook, Pennsylvania, "for willfully and repeatedly violating Section 301 of the Communications Act of 1934, as amended (Act), by operating radio transmitting equipment on the frequencies 439.850 MHz and 147.560 MHz without a license." Section 301 states a federal license is required to "operate any apparatus for the transmission of energy or communications or signals by radio." Mondgock's Amateur Radio license expired in December 2005.

The ARRL Straight Key Night fast approaching! Dust off that old J-38 and enjoy CW as it used to be. This on-air operating event is designed to encourage all Amateur Radio operators to enjoy sending Morse code the old-fashioned way. While the event is called Straight Key Night for a reason, the main point is to encourage the use of CW in a relaxed, no-pressure atmosphere. Bugs and iambic paddles are allowed, but we encourage all participants to use a straight key if possible. Enjoy a good ragchew and cast your vote for the “best fist” you hear. Be sure to tell us about your most memorable contact. The ARRL Straight Key Night is from 0000 UTC - 2400 UTC on January 1, 2008. You can find complete details on page 98 of the December 2007 QST.

UK Schools Space Experiment Contest Launched

Earlier this year the Directors of AMSAT-DL were informed by the University of Marburg in Germany that it had been decided that funding for the ZEL by the University would cease at the end of 2007. The Directors approached AMSAT-NA and AMSAT-UK for financial assistance in keeping the ZEL open for another year. The sum of 25,000 Euros was requested.

Often there is just one dedicated ground station for each CubeSat that may only be able to communicate with the satellite for less than an hour each day. This has made it difficult to make full use of the spacecraft and maximise the educational benefits.

Martin, VA3SIE has an excellent write up with photos about Chillicon 2007, which is an annual event run by the Ottawa Valley QRP Society.

We camp and play QRP radio. It’s a great way to learn from each other about different field radio techniques: antennas, feedlines, supports, weather proofing, carrying radio gear, different kits, etc. I operated in several contests this time around: The New England QRP Club’s ‘ QRP Afield’, FISTS ‘ Get your Feet Wet Weekend’, the SM3CER ‘ Scandinavian Activity Contest’, and the Western Washington DX Club ‘Washington State Salmon Run Contest’.

To all QRP Fox hunters:

It has been past practice to end a Fox Hunt season with a little [exercise] that we like to call a “Foxtravaganza”. A blow out where all the Foxes, alternates and Fox Hunt Committee members get on the air at the same time to see how many pelts can be given out. It’s also a last ditch effort to put off the post season “blues” for one more week for those of us who go into post-Fox Hunt season depression!

So ……. you are all invited to come out and play for one more Thursday night - next Thursday night, September 20th. The Foxtravaganza will be held during the regular Foxhunt time, 0100-0230 UTC (technically, that’s Friday morning UTC time!). Set your radio anywhere between 14.050 and 14.070 and start listening for stations calling “CQ FOX” and start chasing those pelts! Amateur Satellite RS-15 Heard Again

RS-15 was launched on 26 December 1994 from the Baikonur Cosmodrome. It has since ceased operating but there have been reports that it's 10 metre beacon can be heard once more on 29.3156 MHz.

SSETI-ESEO Launch Date

The launch date for SSETI-ESEO, the ESA led student satellite project intended for Geostationary Transfer Orbit (GTO), has been delayed by approximately one year. It had originally been hoped that this satellite would be a secondary payload on Arianespace launch from Kourou in late Nov 2008 but it now seems that the expected secondary payload opportunity will not be available.

Following a meeting between representatives of the AMSAT groups from North America (AMSAT-NA), The United Kingdom (AMSAT-UK), and Germany (AMSAT-DL), a decision has been made by AMSAT-NA and AMSAT-UK to donate a total of 40,000 Euros to AMSAT-DL for the purpose of funding the continued operation of the Zentrales Entwicklungslabor for Electronik , (Central Development Lab for Electronics, aka The ZEL ).

SSETI-ESEO Project Update

Some eleven months ago we were able to announce that the planned SSETI ESEO GTO satellite would include a linear transponder which would be developed by a team from AMSAT-UK.Since then we have been very busy developing all the various parts of the satellite sub-system and apologise for not having provided many updates on the progress made.This report will hopefully help to correct this omission!
